In amish culture, women are not allowed to cut their hair and yet they are only supposed to show their hair to their husbands. which means their hair is actually super long underneath those bonnets.
I Think it has something to do with the amish views on vanity or not being obsessed with how someone looks. Hair being a woman's most attractive feature in a culture with strict rules about modesty and the place of women (AKA no makeup or back-talking/sass-mouthing to men allowed, even when they deserve it).
Her doing that in that moment was a was of showing that she understood and had previously faced a similar conflict of the heart in the past. By showing her hair, she displayed a small rebellion against the ways of her people and yet still displayed a deep love for them. Which is why Theo reacted the way he did. Having made her peace with her decision, the only thing I think she morns is having to chose between the two worlds.
Oh, and the vanity thing is also why the little girl's doll didn't have a face on it, Because they teach children from a young age that how you look should not be what you focus on. That said I think they take it way to extreme in so many ways. I mean, the principle itself is good, but practically outlawing all forms of physical beauty is just plain wrong in my opinion.
