i think he didnt confess because when he looked up at doochi, he realized there was nothing to confess. When he said youve cared for me all my life and ill miss you, i think he really meant it. Thats why he loves doochi (now atleast), not because he wants to date him or whatever
First off Sangho and Hadko's relationship has clearly grown. They understand how they both feel for eachother and arr taking it to the next step, with equal feelings from both parties They are both happy with eachother
Second, everyone is loosing their shit over the last panel but i mean look, does it look like Hadko is obsessed with Doochi anymore? Hes no longer holding back with Sangho and he even waited for him just to tell him that he thinks DOOCHI AND HIS GIRLFRIEND look GOOD TOGETHER. He's clearly lost all ROMANTIC feeling for doochi, so the last panel with all of the glitter and shit is probably the author showing how Hadkos feeling changed from romantic love to platonic love because he loves doochi so much but its no longer holding him back in life.
