Future Diary?
In Volume 2, diary 7, there is a fight going on above, and Minene Uryu is in a prison cell thingy without a shirt on. That sort of sounds like what you said cause they are after a diary/scroll
I read this in a long time and wasn't really interested at that time so my explanation may not be detail
There are some people where they are like, having a battle. I think it's got something to do with a book or a diary. I also remember a girl topless in a prison lol (dunno if they are from the same manga). Anyways I think the manga revolves around the book I had mentioned.
