Well the family bond is an important aspect of this story so the author probably wants to invest time into showing that bond grow. As for a plan to change things, well... She is a child right now and has little to no idea who even was responsible for what happened. She can't do much than wait until some kind of hint pops up that she can follow. And again, she's just a child, she can't do much alone and the chance of others believing a child when she goes on about how there's someone evil who wants to kill her family is pretty low, too.
I actually prefer this slow way. It gives you time to come to love(or hate) the characters and it's getting old fast when the MC always immidiately knows exactly what to do after getting a second chance.
Also, looking at the raws (which is only a guess because I can't translate them hah) things will probebly start moving soon if what I saw is what I think it is ;)

Don't worry, I read the raws a characters from the past pop up (only 2 so far) and she does deal with them to the best of her ability.
