Like i knew from the beginning that aki and haru were gonna end up together because that was the setting, and I was actually rooting for them... but not like this!! After the sexual assault scene and the fact that he continued to hurt haruki even after that which had been MORE THAN ENOUGH ALREADY, MIND YOU, I was hoping that even if they did end up together, it wouldnt be that easy, i was hoping that haruki would have enough time to heal, and that akihiko would get his closure with ugetsu and redeem himself BEFORE HE EVEN MUSTERED UP THE BALLS TO CONFESS...I just...like this it feels like Haruki is still just putting himself out there AGAIN with a wound in his heart that hasn't even healed completely, first of all the sexual assault hasn't even been dealt with he literally just said sorry and that was it didnt even have the fucking decency to leave harukis house after like....I just cant I honestly love akihiko I do but at this point I dont think he deserved that yes from haruki at all and I'm so upset I legit cried a bit it feels like haruki is a fucking rebound I dont like it one bit I know aki has changed but it doesnt feel like that's enough just yet PLEASE TELL ME IM NOT THE ONLY ONE JESUS I'm just gonna hope that akihiko proves himself and the genuineness of his feelings to haruki so that he wont angst by himself again wondering if hes just a rebound I wouldn't be able to take it if haruki gets hurt any further...

How long was he supposed to wait ? 1 year ? 3 years ? more ?
Around 6 months passed between his breakup and him leaving Haruki's apartment until his confession (which he wasn't planning). I think that's plenty enough.
He knew that his story with Ugetsu was done way before they even broke up, he had time to accept it and move on. I don't think he needed to wait years before taking a next step, especially not when Haruki was still longing for him and in the dark.

He let Haru make the decision and if they both think they're ready to TRY then so be it.

Haruki isn't a poor victim unable to voice his opinion, after the assault Haruki could have kicked him out but he didn't, he could have erased him from his life but he didn't, he could have rejected the confession but he didn't. I don't know why people see Haruki as a poor little thing needing to be protected while he is an adult perfectly able to make his own decisions and know what he could deal with or not. And anyone loving those characters should be able to see it.
