Yea you can upload chapter but you have to email them to the mangago webmaster
You can try sending an email but it's faster to just go on any manga's page, click the small flag on the left side, click Other and explain you want to upload a manga and add the link for it

lately ive been translating a lot of manga, but since i'm new where to put them, can people here even upload new chapters? i'm just wondering if someone here knows about that.
