I think it was already told. She and he we friends and partners but the she fell in love with him and after the kiss he felt as I'd his feelings wound be his downfall so he sold her away.
He did search for her after however she had to pass through a lot and always hoped he would come for her but he did not and her friend Red hated him the most so when he asked her she said that Bell was dead.
Since then he been searching for someone who is similar to her to replace her - that's why he doesn't believe/notice that it's her.
Even thought she knows it she doesn't want to love him anymore. He couldn't recognize her but a mere soldier could, he is cold and abusive, he tortured and killed her friend he sold her and made she pass through all of it just for not knowing how to deal with his own feelings, she feels hurt by her love and at the same time betrayed. It's hard for her to get him out of her heart - in reality she doesn't really wants to feel anything - she is tired and frustrated of how complicated thing are and because of all their past they can't have a relationship simple anymore.

Even thought I'm really up to see how the author will deal with it all. Their relationship is complicated but that doesn't mean it can't be fixed. I've told everything from Bella's point of view if u look at the emperor's point os view things are as complicated, he too is passing through a lot.
They have to get the elephant in the room and talk honestly about what they feel for each other
