Yhea , mostly everyone forgets that an alpha can't control themselves when faced with an omega in heat and just branish said alpha a rapist just because they push the omega down it doesn't make it the alpha fault that they were affected by the pheromones and can't fight back neither the omega's it's just an bad accident that happened that the two couldn't avoid but I really like your point

In the flashback. Shinna wasn't in control either and all the alphas around the drugged Rika went crazy. So he was a victim in the sense that he was set up to go crazy and rape Rika.
