So basically Hebinuma wants people in Kowloon to move to Generic Terra but people are just so attached to the idea of nostalgia and don't want to. So they decided to give benefits (beauty, medic, etc.) but the side effect is they lose their passion for Kowloon. Kujirai and Youmei are the ones that got the benefits (body reconstruction i think) but lost their attachment to Kowloon (their past).
