Why doesn’t he report his card stolen? How did the other guy get it?

Basically he let his friend borrow the card but the friend still never gave it back and his mom got a tracker on the card but the friend that got the card he promised to give it back and i believe he keep making up lies to keep the card. ( i cant remember names so sorry if i caused any confusion)
