It's a person who is obsessed with japan/japanese culture(includes anime,manga etc.) And tries to act as if he/she was japanese, when they're NOT. They use some japanese words, but usually can't pronounce them right.

WTF. Who in their right mind would think this manga was IN ANY WAY "good"? this manga was garbage. if i saw this on a bookshelf i'd burn it with a flame-thrower right then and there.
