Uhu, let us see if we can break down the story.
1. We know about the powers Noah had been granted, seems the reason why he got it was Dave his last wish [granted by Demitry].
2. The one giving the power is the teenage version of Dave.
3. If we look at the last few pages, we can see the resemblance between Dave and the younger brown haired boy. This boy and our Noah seem to have met at the orphanage [see picture building last few panels].
4. In the past and 'now' Noah has been there for Dave. Dave remembers, Noah probably not.
5. Noah has ended up twice in an orphanage, when really young and after receiving the immortal gift and a way to escape his current life. The mentioned love thing was not included.
6. This all happened before Noah met Allen.

There are just two things which confuse me just a little bit now:
- Noah met Dimitry before.
He looked like Dave, but when he met Dimitry again, it seems he took the form of a younger Dave with blue eyes. Why I think so? The hair is the same, the face too including freckles.
- So... Dave wished for Noah happiness, but he did so after dying and met Dimitry, I presume it is the same 'angel'.
So... I am of the opinion that the fact people started falling in love with Noah after he 'died' is because of the wish of Dave? Since Noah already payed with his memories.
Dave wish for Noah's happiness, and that came in the form of Allen. The author says so.
His immortality was his own wish, until he becomes truly happy. Upon meeting Allen and realizing their feelings, he is now a mortal.
That's what I understood so far.
