It's a similar setup to Handmaid's tale and the breeding farms in Ian Iving's novels. [Can't remember the name of the series at the moment].
Essentially the setting is that there is a breakdown in societies human rights which allows for the creation of breeding farms by taking away fertile individuals rights for the continuation of the species.
I want to burn down this lab or institute or whatever. buying, stealing kids, feed them wiht meds... I have no words. I want to lock them up in the building before I set the fire.
