I don't know, it seems like lame excuses, if he loved them sooo much, him being an all powerful emperor, he could have sneaked in at least once to see how they were doing. There are just sooo many things they could have done, to check the poor baby twins. Like soo many. Just makes me mad. Also they gloss over the trauma these kids endured.
