No, in at least one picture you could clearly see both of his full arms. I think the author just didn't remember that he only had one arm part of the time.

The pics of him having both arms are from before he got together with the other guy.

I thought so at first too, and kept going back to double check. It's definitely Tatsumi's hand holding onto Kagura's arm (stump) at about just under the elbow. Kagura has enough arm to hold onto him with. There's even one panel where you can see Kagura's stump and scars.
