If you mean Huohuo, I think he is a cross-dresser. He wants to dress as a girl and do make-up, etc. But he doesn't want to do the physical transformation.
Or he's just a crossdresser? Wanting to wear female clothing as a male doesn't automatically make you transgender, it could, but the author is clearly not going onto that route. That doesn't mean the author is ignorant, it just means the author isn't making a trans character but a crossdresser which is still something that's rare and good to see in such a story!

The more that is revealed about them the more it seems like they are actually transgender, not just a crossed dresser. I don't think the author really knows anything about being transgender and hence why they keep getting referred to as a boy. Honestly it's a bit disappointing to see the being referred to in this way.
