Looking for a shounen ai manga

It's about a boy who moved into a school in the hopes of meeting his penpal (which he thought was a girl)
he stayed in a crappy dormitory (or was it an apartment?) and there he met his penpal (who is a boy) but the penpal didn't reveal his identity at first, but instead teased him about it. The boy was heartbroken when he couldn't meet the girl. It was a quite funny manga and I remember that their landlord was a girl and she tried to close down the place because everyone kept paying their rents late
