I'm pretty sure the locket is Kakashi's. He kept a strand of Iruka's hair after he raped him (a keepsake, I guess?). As for pakkun, I'm sure he could pick up the scent of the hair and match it to Iruka. I think he was helping look for clues in order to dispell the jutsu and what better way to break it than through the people he knows.
