their moms are good friends, they've been together since born so I guess Shuu wanted to treat Maki like his little brother but the older he grew, he has feelings for Maki so he felt bad because he once thought Maki as his family. they're not related by blood at all so it's not an incest.
um the last chapter it said something about them being in he same family and i was confused
