The manager definitely knows that Mai is Chungyeon's girlfriend. She made it obvious when she kept asking about who Mai really was. As for Chungyeon not being honest, I don't see where she wasn't honest ? She isn't interested one bit in the manager, that's why Mai trusts her and because Chungyeon is innocent, she can't think about cheating. Even the manager made the statement, Chungyeon seems like a pushover but when someone tries to treat her as one, she becomes as hard as a wall (she knows where she stands).
Manager doesn't know this, but suspects it. And the fact that Chungyeon is already moving away from Mai is noticeable, so if the Manager kisses her, I'm not sure that She will mind. And when the Chungyeon is drunk, can expect anything.
