Chiya states that Kei confessed to Chiya while they were co-workers. Chiya just kind went with the flow, but fell for Kei as they started dating. This is all before the start of the book. IN chapter 1, Chiya realizes that he has only received from Kei (confessions, emotionally support, consideration) and wants to return the sentiment by telling Kei that he [Chiya] loves him too.
SO they have been dating the entire time, but since Kei is the one who confessed, Chiya never had to say "I love you" back (plus he wasn't in love with Kei when they started dating), he probably just said "Okay". SO this is why Chiya has such a dilemma confessing to his bf, lmao
