Hm, I actually think the seme's falling for him, hard. The problem is, he clearly never expected to, and he's obviously used to only playing around thus has zero experience about the way real relationships work. I'm starting to feel kind of pity for him, because the more he pushes, the less the uke will trust him, and he needs to get the uke's trust for real if he ever wants to win him over.
