That is correct. In any circumstance where one party is drunk and the other is sober or not as drunk then yes it can be considered rape. They cannot consent with a fully functioning brain and the person who is not as drunk or sober is responsible for by giving in/or coercing it :)
If it was Jihyuk that were drunk and not Eun-gyeom and they had sex, will it be considered that Eun-gyeom raped Jihyuk?
