My take on it is that the Detective foresaw that this was the one who loved her and would raise the child. (Whether they had sex prior, I didn't see evidence.) I think it was understanding how it would work out. Kuga was oppressed just like Sanae and we get the sense that they will be happy and the baby will be loved.
