I'm guessing his hatred of being an Emperor but still living under the shadow of the Kalistos is overpowering his greed for the power. He's basically the same old shit, greedy and disgusting. If she is found guilty then what he suggested that she be returned to the Zachary household would mean gaining the support of those disgusting nobles while wielding the power of the Kalistos.
Plus then he would have a reason (kidnapping and lying to the emperor) to punish and reduce the dukes influence and power
