I choose to believe he knew him. At the beginning when he was going back to the office, he passes a guy on the street that drew portraits. I'm betting the artist probably watched him go to work every day and kinda fell for him. He only said all that stuff to get the govt worker guy to respond to him
I mean, he told him he didn't want to do his sister because she was fat...but when he was alone sketching, he said she was cute. I think he just didn't want the guy to know he was a nice guy that had a thing for him lol
