In my opinion, I think sensei is waiting for the girl to open up to him and speak up. He might want her to depend on someone who can help her. Something he prolly regrets not doing when he used to get bullied. I think he’s trying to make sure they(the bullied students) don’t make the same mistake as him.

Also I don’t blame her for suspecting the teacher. After all, the dude’s been acting really suspicious haha
Well u can be right about that, but when he was bullied maybe teacher knew about it but didn't do anything. More importantly is why his parents didn't do anything, after all he had marks on his body.
