well, he likes penelope in a romantic way. he's all over the place or acting weird coz he was brainwashed by leila but even before the brainwashing i can say that he's acting weird all the time. he likes penelope not as a sister but as something else, and he was probably refusing to acknowledge that hence why his actions and words differ from time to time.
