I cant seem to blame anyone here. Tei is confused with his feelings, and at the same time, his feelings grow. And even if Shuraka says all the sweet words he can muster, at this point of their partnership, Tei will just feel insecure. Aside from their emotions for each other, the back stories that made them at the moment, resurfaces.
Point is, heal first, ladies and gentlemen. Or at least be blunt with whatever you feel.
