I have a theory about that actually. I think what happened is that even though she is a reincarnator, her mind had been influenced by the body that she currently have. I don't know how to term it exactly, but maybe "it's just hormones" will do. And as for her denseness, all her 2nd life, she's been filled with love and adoration from the people around her as the princess. She's grown used to it to the point that it's hard for her to discern who actually LOVES her romantically and those who just likes her as Ria. I mean, the blue haired twin LOVES her (I think) but she doesn't even realize that.
I actually really agree with you, even when she was younger like early years she never thought or acted like a person who had 25 years of life experience. I understand having to act dumb to other on the outside but even her thought processes, ideas and internal dialogue were not that of 25 year old! I wish she had used this second life as an opportunity to power-up and not die a miserable death like her last life? ALSO when she learns of magic and magic items she's not in the least bit surprised, curious or interested?? But like?? its magic??

Now that I think more about it, the whole reincarnation shenanigan is basically completely useless and irrelevant to her character and overall storyline/goal. The author could’ve just written the story without it and everything would remain unaffected.
This annoys me. I didn't ask you something pertinent to the nation, that would help the citizens because "I respect you". Really!? Respect is expecting the other person to have the presence of mind to understand that giving partial information is almost as worse as no information.
