If you're referring to ch76, he was born as a special case. He couldn't be in the sun without getting grilled and the children would bully him and call him names. He didn't have a "normal" childhood. And he didn't feel normal.

But the gist is that Ryeong with the white hair got injured and had to hide cause his village was slaughtered, and Jae finds him and gets shot by Ryeongs arrow. Then Jae decides to save him with his powers, and brings him them both to a cave where they were residing until now! All of which ofcourse is in the past, which is why Jae is tall and Ryeong small.
