If you're talking about when they meet in the arena of the tournament in Big Shimaron, chapter 87. If you're talking about the novels (when Yuuri sees Conrad again in Small Shimaron while he's having his meeting with Saralegui), then that doesn't happen in the manga. Yuuri and the rest haven't left Big Shimaron yet (after the tournament the story was changed in the manga and they're still there).
Is it shonen ai or not?? or only BL Subtext/ fanservice?
I think it's shounen ai but cannot be for sure... I mean it seems obvious to all the readers but somehow the author stops like right before romance... So I'd say heavy BL subtext with light shounen ai (her other works are all shounen ai)

Though I prefer yaoi tbh, but I could say this is IMO one the besttttttttt Boys love story I've ever read!!! (Boys love = shonen ai & yaoi, right? :P) . It's soooo beautiful that I can't get enough to read it only once or twice! Sensei should have write an extra with kissing scenes on it xDD
