There's already a debuff if you accept the citizenship as a vampire, the guy literally refused the citizenship probably to get more vampire to break the barrier.

I meant the mc, but yeah definitely smarter move on the vampire side even if he doesn’t know about the debuff cuz ain’t no way I stay stuck in that dome thing by myself AND without knowing my enemy.
