Going to have to disagree. It's open to interpretation. In Japan, PDA is a no-no, so it's shocking. Even more so if it's between two males. Also, I'd be pretty surprised if someone jump-hugged me on ice.

Well I mean...they obviously WANTED us to think they kissed. The way Victor closed his eyes, the positioning of the mouths, the way his arm was positioned so we don't actually see them kiss all implied that they had indeed kissed.
And besides, weren't they in China? And Victor is Russian too.

Again, it's just an objective and opinion. Culture wise and PDA wise, China would be the same. The only reason I argue that it's left open for interpretation is because his arm covers their faces. It's one thing if we see them leaning towards each other and the camera goes down because it is implied. Here, they outright show it, but censored. That's not an implication. That's them hugging each other and possibly kissing. Hence why I think they hugged and that it was meant to be open to interpretation. Your opinion is perfectly valid as welll though.

Well yeah it may be open to interpretation...but cmon. You're saying those places are not so big on PDA, but don't forget in anime, they do not hold back on the PDA. This goes for Yuri on Ice as well.
And yeah you may as well think it's a hug if you want to, but they sure as hell want you to think it's a kiss, even if you can't outright see it. I think they don't actually show the kiss is because this isn't officially shounen ai, and showing it would make it shounen ai

Let's just say that like Code Geass it was left for the viewer to draw their own conclusions. It was left ambiguous so that for those who think as their relationship more platonic can see it as a hug and those looking for a cute little ship can see it as a kiss, at least that is what I think so~

It happened and I'm pretty sure it'll happen again but not in a common yaoi set up i get the feeling that this anime doesn't just showcase the awesomeness of FS but also how deep and mature the feelings Yuuri and Viktor for each other. I love it actually it's refreshing to see.

you put it well, they cannot show it because it isn't officially shonen-ai. It was a "censored" kiss to tease our minds. I mean, they hugged multiple times already, Yuri or public wouldn't be that surprised by just one more hug (๑•ㅂ•)و✧
