Quentin did not want Glenn to kill little A and he does not want to either because little A is the only other survivor of the program that was meant to correct antisocial behaviour. Whether Q's intentions are sincere is unknown. Perhaps it is Quentin that has sent the letter little A to begin with. Glenn may be responsible for the hybridization to begin with and seems to deeply regret it as he considers it a mistake and thus is opposed to hybrids accepting their situation. As for the blood being blue, either censorship or NPC/Inspector was an Android, as Q calls him "that A. I."
