When he went back in time, he went back to the moment he decided to stand up against the bullies who were attacking another kid. Because he did this, he started to get bullied as well. SPOILERS(maybe):
In the current timeline the bullies continue to harass our ML because they were paid by some kid since they have some grievances towards ML(this happened in the past as well). In the current timeline, ML doesn’t actually get bullied at the levels we see done to other victims and he also just fights back. And about the bullying Siwoo mentions I think it might be about ML’s fights against the bullies and how he was not involved in them originally. Also Siwoo often brings up bullying since he was bullied as a kid and ML protected him.
TLDR: Before bullying started. ML has been bullied in the current timeline but not as much like his previous life.
