Hwi and param have a sexual relationship, and yes now hes realizing he actually likes Param but Param still needs time to accept his feeings. You dont have to immediately love someone just cause they like you and he doesnt. He also is now realizing he doesnt like Han after being in love with him forever. He isnt leading them on hes just confused and conflicted while THEY chase after him.
