I'm pretty sure the scissor imply he is going to cut his hair off since it's probably something he kept to remind himself of his brother. So I don't think so. Plotwise it wouldn't make sense imo. He is portrayed as a loving brother and still shows that now. Even if he was "evil" I don't think it would be to his brother.
