For those who wished for a sapphic end. It's bittersweet, I think Remillia did think about getting Emi a proper body as she said "but" when considering using her own body as a way to birth Emi. She might have wanted to love her as a lover but through birthing Emi was the best way to gaurentee Emi being brought back to the world safely. The thought of becoming her mother was secondary. She has always loved Emi, her love for her transcends bonds, it didn't matter what she was to Emi solely that Emi existed, her memory continued to exist, and that Emi was by her side. She wants her beloved Emi to be happy, and so her final bitter conclusion was to erase the worst parts of Emi's life (being betrayed as Remi) and giving her love nothing but happiness as a family unit.
