I'm not surprised... Japan's jurisdictional system isn't the best. Just think of Junko Furuta's kidnappers and people who knew she was enslave, beaten, tormented for YEARS and pushed her to her death. All the damn people got sentenced for a few years (some didn't even get punished) then got out years before they served all their sentenced. They are literally still wondering around the country freely and having a good life. While their families who knew of the crime and the enslaving etc never were held accountable of helping the monsters hide the crime etc.
