The conversation Perez has with the Emperor is about the Brown family—basically the conclusion of what the Empress wanted to know. SHE doesn't know what happened to the Browns, but PEREZ knows, and talking about it to the Emperor could be considered a threat... hence the soothing tea. (⌒▽⌒)

Yes I know the convo is about the browns but just the way he emphasized that he needed to drink ALL the tea before he told him about it has be curious~
