As for Situ, uhm, I can't remember hahaha the only logical explanation that I can think of is because he is a part of the Situ family, who is like in alliance with the Duanmu family I think? and the Situ family can control evil spirits so killing that Situ guy won't yield better results; it's like reducing capable hands (though he's not in the head) who can deal with other evil spirits or something. I am not very sure about this as I can't really remember anything
