Teach wasn't wrong...but Guwon wasn't wrong either. If he didn't rule with an iron fist there'd be mutiny. He didn't have to kill people's loved ones in front of them or even at all but those people could try to take over the town. Obviously something is wrong with Guwon. He's like a child.
