I've seen people in the comments saying he's aromantic, but he sounds much more like a neurodivergent person to me. Lack of eye contact, social/communication struggles, has a perception of relationships that doesn't match the conventional one, etc.
He's mostly insecure rather than jealous. To the seme, he's the only one who takes initiative in their relationship. To top it off, the uke avoided answering when he asked if he felt the same way. So he doesn't feel special or loved.
Even now, the uke is pushing the communication card on the seme's initiative. He thinks he's been honest so far, but instead he's been an avoidance master. With no reassurance, the most the seme does is mention how he feels uncomfortable with the uke being touchy with others, but without explaining why.
