Because he is one of the brothers who ignored FL while she was being harassed in her own home, because he sided with the so called heroine and poisoned her to near death, because he treaded her like a lowly replacement to his real sister throughout her life. Basically he is a pathetic excuse for a brother who after stomping her into the dirt is trying to suddenly be a good brother and FL is not having it.
He is always quick to accuse Penelope of being in the wrong before hearing the facts, he wasn’t willing to hear her out while she was locked up on accusations of poisoning the prince, he constantly makes a point of reprimanding her for lessening the reputation of the Duchy, he saved an unrelated woman instead of Penelope during the wizards attack during the hunting trip, he keeps a bird, which is the same color as Penelope’s hair, in a cage all day (symbolism of how he views and treats Penelope). People also dislike him because he fell for Yvonne’s brainwashing.

Lmao the funniest thing is he never saw Penelope as a replacement for his sister because he saw her as a woman, but the way he shows his so called "love" is through keeping her hidden, unnoticeable and tame because he has an obsession of owning her. The pink bird in a cage he was gifting her sums up what he wants to do to Penelope-cage her at home to sit still and look pretty.
