I don't know how to exactly answer the first question, I think you have to contact Mangago's page . But for the second question,
You can't just upload a chapter own you your own will when someone is already working on it, it can get them really mad, especially when it comes to some sort of scans team. First, contact the person who is translating the Manga and ask if you can publish it, you need to get their blessing xD
go to the manga's page then you'll see a flag on the left side of the screen.. indicate what chapter you're gonna upload plus the link to the chapters.. you cant upload the actual photos so you have to send it in the form of a link (for example you have it in your google drive, send that link)
