I think Nora cried because he's relieved. He was there in the Neuschwanstein manor when the prince confessed to Shuli. Everyone are always on the prince side, even Nora's parents (according to the prince's memory); so he must've thought Shuli would also choose the prince and left him. But then, when they meet, Shuli still greeted him and even worried about him; and he realized he still had Shuli on his side.
I may or may not tear up while writing this. Nora is so precious, I just want him to be happy..
