My theory is that incheol wasnt able to actually get the stamp at that point, the parents die, the cop inherits the gym, then transfers ownership to pynghwa in the current day. (Tbh i forget how many people owned the gym at this point) If incheol or rep lee already owned the gym at this point by stealing the stamp they wouldnt need to go through all this trouble. Im guessing because of this mistake icheol made years ago they sent him to clean it up again.
