This is not the same as the age of consent (in Japan the age of consent as of 2023 is 16), but is rather when you legally become an adult and gain full rights and responsibilities under the law. This manga was released in 2022, but was likely written before the change in majority took effect. That is why Akihito keeps calling Seia a kid despite him being 19, because until he turns 20 in chapter 6 he would not technically be an adult in a legal sense (at the time it was likely written).
