From sounds of it yes, gods in this universe are just superior race of humans rather than someone we view as a creator. So anybody "stalwart and pure" can join this god race, but he also told the villain that humans cant become gods so its confusing, maybe people who stalwart and pure even if human are seen as gods so he was human cause he wasnt pure idk.
it could also be some kind of sphere propaganda to make people think they can become gods themselves if they behave well enough
